HURRICANE GENERATOR PROJECT

Sunrise Community, Inc./Regional Properties, Inc. is undertaking a project consisting of the installation of a generator for the entire campus. We are seeking a General Contractor to perform the following:
• Site Enhancements:
Exterior site enhancements include installation of a new generator for the entire campus and an enclosure.
• Building Enhancements:
Building enhancements that include associated minor updates to the existing generator service connections as depicted on the drawings. The bids shall include detailed budgets and a schedule for the project. Provide a minimum of (3) references for projects of a similar scope and size. All bids must be submitted to the email address of Ms. Swapnali Salunkhe with GROH Architecture, on behalf of Sunrise Community, Inc., swap@groharch.com no later than Thursday, February 5, 2026, at 2:00 PM EST. The successful bidder shall be notified individually.

Attendees shall sign into the Microsoft Teams meeting with their full name. Only companies joining the Microsoft Teams meeting shall be eligible to turn in a bid. Failure to arrive at the meeting within the first half hour of the meeting may disquality the potential bidder from participating in the bidding process.The meeting will include a project overview and presentation of federal funding requirements. Construction Documents will be provided via email to those who attend the virtual meeting by the end of the day.
A MANDATORY second meeting will be held at the project site for parties interested in the project. This will be held on Tuesday, January 13, 2026 OR Thursday, January 15, 2026 starting at 1:00 PM EST.
All questions regarding the project must be submitted in writing to Swapnali Salunkhe at swap@groharch.com. The question period will be closed on Thursday, January 22, 2026 at 4:00 PM EST. Responses to the questions will be issued as addenda to the construction documents and will be sent via email to all registered bidders by Thursday, January 29, 2026 by 4 PM EST.
Sealed general bids for this project will be accepted from eligible bidders at the email address of Swapnali Salunkhe with GROH Architecture, on behalf of Sunrise Community, Inc., at swap@groharch.com until Thursday, February 5, 2026 by 4:00 PM EST. The successful bidder shall be notified individually.
This project is federally funded, in part or whole through the Hillsborough County, Affordable Housing Services, with Community Development Block Grant (CDBG) funds from the U.S.
Department of Housing and Urban Development (HUD). As such, bidder must comply with Presidential Executive Order 11246, as amended; Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local laws, regulations, and ordinances. All bidders must adhere to 2 CFR 200.317 - 2 CFR 200.326.
For projects funded by the U.S. Department of Housing and Urban Development (HUD), the Build America, Buy America (BABA) Act applies. BABA requires that all iron, steel, and specifically listed construction materials used for federally funded infrastructure projects are produced in the United States, unless otherwise exempt or subject to an approved waiver. Under Section 448.095, Florida Statutes, all contractors and subcontractors on this project are required to use the E-Verify system.
Note that the successful bidder is required to pay workers on these projects the minimum wages as determined in the Wage Determination Decision included in the Bidder ’s package; and that the contractor must ensure that employees are not discriminated because of race, color, religion, sex, or national origin.
This project is also a Section 3 covered activity. Section 3 requires that job training, employment and contracting opportunities be directed to very low and low income persons or business owners who live in the project’s area. The subrecipient and its contractors and subcontractors, where applicable, shall comply with Section 3 of the Housing and Urban Development Act of 1968, incorporated herein by reference, and made a part hereof, with regard to all its requirements including wage rates paid pursuant to or as a result of this Agreement. The Subrecipient also agrees to comply with the uniform administrative requirements contained in 24 CFR § 570.502.
The Awarding Authority reserves the right to reject any or all general bids, if it be in the public interest to do so, and to reject any bid if it determines that such bid does not represent the bid of a person competent to perform the work as specified or that less than three such bids were received
and that the prices are not reasonable for acceptance.
