Proposed Spinal Cord Injury and Polytrauma Transitional Rehabilitation Program Facility and Related Improvements, Tampa, FL
The U.S. Department of Veterans Affairs (VA) announces the availability of a Draft Environmental Assessment (EA) for proposed construction and renovations to develop the Spinal Cord Injury and Polytrauma Transitional Rehabilitation Program facility and related infrastructure at the James A. Haley Veterans’ Hospital, 13000 Bruce B. Downs Blvd., Tampa, FL.
The purpose of the Proposed Action is to replace the mix of one-, two-, and four-bed patient rooms that provide 100 beds in Building 38 and 10 beds in a temporary modular building with a new facility consolidating these programs in one location and with patient rooms that meet current agency design specifications; provide renovations and upgrades to building infrastructure to support that new construction; and provide adequate parking to meet the forecasted future parking demand at the campus. The Proposed Action is needed to increase Veterans’ access to healthcare, promote excellence of care and privacy, and meet current and future parking needs.
VA prepared the Draft EA according to the National Environmental Policy Act of 1969 (42 U.S. Code § 4321 et seq.). The Draft EA examined the potential environmental impacts from implementing the Proposed Action and the No Action alternative.
Notice is also made for a Finding of No Practicable Alternative (FONPA), prepared in accordance with Executive Order 11988, Floodplain Management. The FONPA addresses potential impacts on floodplains associated with the Proposed Action and is included in the Draft EA.
The Draft EA is available for public review on the VA website at https://www.cfm.va.gov/environmental/ and at the Arthenia L. Joyner University Area Community Library, 13619 N 22nd St., Tampa. Comments on the Draft EA, or questions or requests for additional information, should be sent to vacoenvironment@va.gov with the subject line “Tampa SCI EA” no later than October 6, 2025.
VA will summarize and address substantive comments in the Final EA.
