NOTICE OF PUBLIC HEARING
A public hearing will be conducted by the Board of County Commissioners (the “Board”) of Pasco County, Florida (the “County”) on Wednesday, November 12, 2025, at 1:30 p.m., or as soon thereafter as practicable, at a meeting of the Board, Historic Pasco County Courthouse, Board Room, 2nd Floor, 37918 Meridian Avenue, Dade City, Florida 33525.
The hearing is open to the public and is being held pursuant to the provisions of Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), with regard to the proposed issuance by Maryland Health and Higher Educational Facilities Authority (the “Issuer”), of its Revenue Bonds, The Johns Hopkins Health System Issue, Series 2025 (qualified 501(c)(3) bonds as defined in Section 145 of the Code), to be issued pursuant to a plan of finance within the meaning of Section 147(f)(2)(C) of the Code in one or more series or issues, either taxable or tax-exempt, or both in an aggregate principal amount not to exceed $280,000,000 (the “Bonds”). The proceeds from the sale of the Bonds will be loaned by the Issuer to The Johns Hopkins Health System Corporation, a nonprofit corporation (the “Corporation”), for the purpose of financing and refinancing the acquisition, construction, renovation or equipping of a 5-story, approximately 226,000 square foot patient care facility located at 8111 McKendree Road, Wesley Chapel, Florida 33545, which will include 56 patient care units, with an emergency department, imaging, surgery, ambulatory care and supporting services (collectively, the “Project”). Johns Hopkins All Children’s Hospital, Inc. is the initial legal owner and principal user of the Project.
The public hearing is being held for the purpose of affording residents of the County, and other interested persons an opportunity to express their views, both orally and in writing, on the proposed issuance of the Bonds and the nature and location of the Project located in the County as described herein to be financed and refinanced with the proceeds thereof.
THE BONDS WILL BE SPECIAL, LIMITED OBLIGATIONS OF THE ISSUER, PAYABLE SOLELY FROM PAYMENTS TO BE MADE BY THE CORPORATION, AND CERTAIN FUNDS AND ACCOUNTS ESTABLISHED BY THE BOND INDENTURE TO THE BONDS. THE BONDS WILL NOT CONSTITUTE AN INDEBTEDNESS OF THE STATE OF FLORIDA, THE COUNTY, THE ISSUER, THE STATE OF MARYLAND OR ANY POLITICAL SUBDIVISION THEREOF.
The public hearing is required by Section 147(f) of the Code. Subsequent to the public hearing, the Board will consider whether to approve the issuance of the Bonds as required by Section 147(f) of the Code.
At the time and place fixed for said public hearing all who appear will be given an opportunity to express their views, both orally and in writing, for or against the proposal to approve the issuance of said Bonds and the nature and location of the Project. Prior to said public hearing, written comments may be delivered to the Pasco County Office of Management and Budget, 7536 State Street, 2nd Floor, New Port Richey, Florida 34654, Attention: Amielee Farrell, Budget Director.
ALL PERSONS FOR OR AGAINST SAID APPROVAL CAN BE HEARD AT SAID TIME AND PLACE. IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE COUNTY WITH RESPECT TO SUCH HEARING OR MEETING, (S)HE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.
