REQUEST FOR PROPOSALS
RFP26-002 MURAL ARTIST FOR VERIZON/FRONTIER BUILDING
The City of New Port Richey’s Community Redevelopment Agency is seeking to retain a qualified, highly creative, and motivated artist to design and paint a desired, and approved, mural design (Project) on the side of the Verizon/Frontier Building in the Railroad Square portion of Historic Downtown NPR. Themes may continue to promote community history, but could also be used to reinforce the unique character of the New Port Richey community. The CRA encourages variety in the use of colors, especially vibrant colors in Railroad Square and other activity spaces. While there are excellent examples of public art within the community, this is a rare opportunity to convey that New Port Richey is an “arts community.”
Minimum Qualifications/Requirements of Respondents
• Contract name
• Name of artist/owner/client
• Artist/owner/client contact name, phone number, and email address
• Key personnel and their roles
• Total Capital Cost of the Programs/Projects managed
• Total cost of program management services provided
• Length of contract term
• Summary of work performed; a short description of services performed

• Your vision for the Project
• How your vision celebrates New Port Richey’s history or future
• Colors and palettes that tie or highlight our community
Sealed proposals will be received until 3:00 P.M. on January 20, 2026 in the City Clerk’s Office, Second Floor, City Hall, 5919 Main Street, New Port Richey, Florida, 34652. Each submission shall contain one (1) original, four (4) copies and one (1) digital USB Drive and must be clearly marked on the outside of the envelope with the PROPOSER’S name and address along with “RFP26-002 MURAL ARTIST FOR VERIZON/FRONTIER BUILDING.” Any proposals received after the above-mentioned time will not be accepted under any circumstances. Any questions regarding this Request for Proposal shall be submitted in writing to Economic Development Director Dave Gammon at gammond@cityofnewportrichey.org. All questions must be received by 3PM on December 29, 2025. A response to all questions will be issued on Monday, January 5, 2026. The City of New Port Richey reserves the right to accept or reject any and all responses, to waive irregularities, and to re-advertise as may be determined to be in the best interest of the City. The City accepts no responsibility for any response not reaching the prescribed delivery point within the time period stipulated.
