REQUEST FOR PROPOSALS
RFP26-016 COASTAL COTTAGE BUILDER
The City of New Port Richey’s Community Redevelopment Agency is seeking to retain a qualified, highly-creative, and experienced home builder to design, permit, construct, and ultimately sell or lease, two (2) new coastal cottage homes in the Edgewater Gardens Subdivision. The overall goal is to introduce a new housing type that encourages a variety of residential densities and housing types to address new uses for undersized lots throughout the city. The City is interested in introducing a more resilient, single-family, detached housing product to residential areas within flood zone classification, AE.
The Scope of Services includes but is not limited to the following:
• Overall vision for each Coastal Cottage
• How the vision celebrates New Port Richey’s Gulf lifestyle
• Colors and palettes that tie or highlight the community
• Ensure the health, welfare and safety of residents
Design standards include but not limited to:
• An opportunity to present more modern architectural treatments
• Building height
• Parking
• Landscaping
• Setbacks
• Special accommodations to make the vision fit in the space
Sealed proposals will be received until 3:00 P.M. on February 17, 2026 in the City Clerk’s Office, Second Floor, City Hall, 5919 Main Street, New Port Richey, Florida, 34652. Each submission shall contain one (1) original, four (4) copies and one (1) digital USB Drive and must be clearly marked on the outside of the envelope with the firm’s name and address along with “RFP26-016 COASTAL COTTAGE BUILDER.” Any proposals received after the above-mentioned time will not be accepted under any circumstances. Any questions regarding this Request for Proposal shall be submitted in writing to Economic Development Director Dave Gammon at gammond@cityofnewportrichey.org. All questions must be received by 3PM on January 26, 2026. A response to all questions will be issued on Monday, February 2, 2026. The City of New Port Richey reserves the right to accept or reject any and all responses, to waive irregularities, and to re-advertise as may be determined to be in the best interest of the City. The City accepts no responsibility for any response not reaching the prescribed delivery point within the time period stipulated.
