INVITATION TO BID
ITB26-019 PLUNGE AND DIVE POOL RESURFACING
Sealed proposals for the proper resurfacing and re-tiling of the Plunge and Dive Pool, addressed to the City of New Port Richey, City Clerk’s Office, 5919 Main Street, New Port Richey, Florida 34652, will be received at the City Clerk’s Office until 2:00 p.m., local time, on April 9, 2026. Any Bids received after the specified time and date will not be considered. Bids shall be completed on the enclosed Bid Form as set forth in the Instructions to Bidders and otherwise be in compliance with the Bidding Documents.
A proposal opening will be held promptly at 2:00 p.m., local time, on April 10, 2026 in the City of New Port Richey Council Chambers, City Hall, 5919 Main Street, New Port Richey, Florida 34652, at which time the proposals will be publicly opened and read aloud.
The Project is located at the Recreation and Aquatic Center located at 6630 Van Buren St., New Port Richey, FL 34653.
The Work is generally described as furnishing all labor, materials, equipment, tools, transportation, services and incidentals necessary to provide the Owner with the following project elements:
Plunge Pool dimensions: Length: 70 ft. Width: 30 ft.; Shallowest Depth: 3 ft. Deepest Depth: 4 ft.; approx. 2,500 square feet of pool surface area, approx. 42,000 gallons of water
Dive Pool dimensions & quantities
Length: 45 ft. Width: 35 ft. Shallowest Depth: 5 ft. Deepest Depth: 12 ft. 3 in.; approx. 3,000 square feet of pool surface area, approx. 97,100 gallons of water
• Draining the existing pool and disposing of water per environmental regulations. Inspecting the pool structure, shell, and surface for cracks, delamination, or deterioration. Provide dewatering as required. Contractor shall be responsible for verifying function of Hydrostatic Relief Valves and maintaining a dewatering system during the construction process to prevent excess water build underneath the pool during entire resurfacing project.
• Removing and disposing of existing surface and tiles. Cover all drains and inlets to prevent any debris from entering pool piping during construction. Contractor shall have on site a dumpster large enough for all construction debris removal.
• Mechanically preparing and resurfacing the pool interior with a new preferred brand, Diamond Brite Exposed Aggregate Pool Finish, or approved equivalent, as per manufacturer’s specifications. Contractor shall protect all existing ladder(s), handrail(s), diving board, water slide and all surrounding areas.
• Replace all existing pool tiles and wall cup anchors included but not limited to, upper, lower, non-skid, transitional lines, depth markers, “No Diving”, lane markers, and wall targets. Color options for all tiles must be presented to the City of New Port Richey staff and must meet all necessary code requirements. One unopened box of new tiles and all opened boxes of tiles are to be left on-site.
• Install all new white goods, included but not limited to, Virginia Graham Baker (VGB) Act–compliant main drain frames and grates, wall inlet valve covers, vacuum port covers, floor drain returns, gutter grates, and ladder step inserts.
• Remove and replace approximately 1,500 linear feet of self-leveling adhesive at all concrete expansion joints throughout entire concrete deck area for both pools.
• Remove and replace (4) bronze anchor sockets in the concrete pool deck at the Plunge Pool. Ensure anchors are flush with concrete upon installation.
• Cleaning, curing, and filling the pool; balancing water chemistry for startup.
• Contractor will be responsible for verifying all dimensions, quantities, and current conditions.
Work shall be in accordance with the construction drawings, specifications, and contract documents.

A Mandatory Pre-Bid Meeting will be held on March 25, 2026 at 2:00 p.m. at the Recreation and Aquatic Center, located at 6630 Van Buren Street; New Port Richey, Florida 34653.
Each bid must be submitted, in triplicate, on the prescribed Proposal forms and accompanied by Bid security on the prescribed form, payable to the City of New Port Richey, in an amount not less than 5 percent of the base bid amount along with one electronic copy on a USB flash drive. The outside of the envelope must be clearly marked with the bidder’s name and full address along with “ITB26-019 PLUNGE AND DIVE POOL RESURFACING.”
The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in the Contract Documents.
All Bid Bonds, Contract Bonds, Insurance Contracts and Certificates of Insurance shall be either executed by or countersigned by a licensed resident agent of the Surety or insurance company having his place of business in the State of Florida. Further, the said Surety or insurance company shall be duly licensed and qualified to do business in the State of Florida.
To perform public work, the successful Bidder shall, as applicable, hold or obtain such Contractors’ and Business Licenses as required by state statues.
Before a Contract will be awarded for the work contemplated herein, the Owner will conduct such investigations as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder’s qualifications.
The City of New Port Richey reserves the right to reject any or all bidder for any reason. Including but not limited to, Owner believes that it would not be in the best interest of the Project or The City to make an award to that Bidder, whether because the Bid is not responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by Owner. This includes the City’s right to reject all Proposals or any Proposal not conforming to the intent and purpose of the Contract Documents, and to postpone award of the Contract for a period of time which shall not extend beyond 120 days from the Proposal opening date.
