Notice of Funding Availability (NOFA) and Request for Proposals/Applications (RFP/RFA)
CDBG-DR Affordable Housing Program

Pasco County Office of Disaster Recovery Resources (ODRR) announces the availability of funds and seeks applications from qualified applicants of affordable housing to finance the acquisition, creation and/or improvement of rental housing properties (with 5 or more units) within Pasco County under the Affordable Housing Program.

The NOFA and RFP/RFA makes available an estimated $30,000,000.00 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing & Urban Development (HUD). The application will be available Tuesday, March 10, 2026.

Applications must be submitted by Tuesday, April 7, 2026 at 1:30PM EDT through Pasco County Purchasing Department Bonfire system located at https://www.pascocountyfl.gov/services/purchasing/index.php.
Late applications will not be accepted.

Applicants must demonstrate the capacity to construct and operate rental housing that benefits low-to-moderate-income individuals. Applications will be reviewed, underwritten and ranked based on a predetermined set of criteria outlined in the NOFA and program guidelines.

Eligible projects and entities are described in detail in the NOFA, available for download on the Bonfire system and the County’s website at: https://mypas.co/BetterFuture. The County’s website will also provide access to Affordable Housing Program Guidelines.

It is the responsibility of each applicant to electronically generate and review the NOFA and guidelines in its entirety, seek clarification in writing and ensure accuracy of their application before submitting. The deadline for questions is Thursday, March 26, 2026, at 5pm EDT and must be submitted in writing in the Bonfire portal. Questions will be answered and posted in Bonfire. ODRR will not be bound by any information provided verbally.
