NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Tampa Housing Authority with the City of Tampa serving as the responsible entity for the project.

REQUEST FOR RELEASE OF FUNDS

On or about April 2, 2026, the City of Tampa will authorize the Tampa Housing Authority to submit a request to HUD for the release of assistance under HUD’s Project-Based Voucher (PBV) Program and HOME Program for the following project.

Project Title: Gallery at Rome Yards – Phase IV
Purpose: Public Housing Development/PBVs and HOME
Location: 2609 North Rome Avenue, Tampa, FL
Project-Based Vouchers: $28,000,000
HOME: $75,000
Estimated Total: $94,230,000

Gallery at Rome Yards consists of an approximate 3.412-acre portion of an overall 10.67-acre parcel of undeveloped land consisting of grassed land, vacant land, and paved areas. Upon final approval of a HUD submission package, including environmental clearance under 24 CFR Part 58, fifty-eight (58) Project-Based Vouchers (PBVs) and HOME funds will be applied in support of the development of one (1) eleven-story residential structure with a proposed 230 residential units.

The subject property is bounded by vacant and undeveloped land and Columbus Court Apartments to the north; North Oregon Avenue and single-family residential properties to the east; construction offices and cleared land/construction to the south; and vacant land, North Rome Avenue, and single-family residential properties to the west. Utilities were observed in the vicinity of the subject property. The Sponsor is submitting this project for Project-Based Vouchers (PBVs) and HOME funds for the development of one (1) eleven-story residential structure with a proposed 230 residential units. It should be additionally noted that the eastern adjacent tracts of land associated with demolition, ingress/egress, frontage improvements, and utilities; and western adjacent tract of land associated with demolition, grading, stormwater management, and sidewalk improvements are located in the Environmental Review due to HUD’s aggregation requirements.

FINDING OF NO SIGNIFICANT IMPACT

The City of Tampa has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Tampa Community Development Office located at 2555 E. Hanna Ave., Tampa, FL 33610 and can be examined or copied weekdays 9 A.M. to 4 P.M. The City will make the ERR available to the public for review either electronically or by US mail and requests for copies of the ERR may be submitted via email to Michelle Boone, Housing & Community Development Supervisor at Michelle.Boone@tampagov.net.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Tampa’s Housing and Community Development Department at the above address or emailed to Michelle Boone, Housing & Community Development Supervisor, at Michelle.Boone@tampagov.net. All comments received by March 31, 2026, will be considered by the City of Tampa prior to authorizing submission of the request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Tampa certifies to HUD that Jane Castor, in her capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certifications satisfies its responsibilities under NEPA and related laws and authorities and allows the Tampa Housing Authority and City of Tampa to use the associated HUD funds as part of the Project-Based Voucher Program and HOME Program.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Tampa’s certifications for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the City of Tampa, FL; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections to the use of Project-Based Voucher and HOME assistance must be prepared in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of HUD Miami Field Office, Attention: PIH Director, Janice Clark, janice.clark@hud.gov; Acting Division Director, Eric Hoe, eric.h.hoe@hud.gov; and Engineer, Gilbert Geneus, gilbert.geneus@hud.gov. Potential objectors should contact HUD via email to verify the actual last day of the objection period.
