Request for Proposals
*Construction Services for Site Developments Improvements in Pasco County, Florida
Len-Angeline, LLC (the “Developer”) hereby requests proposals to provide services relating to the following:
Pasco County:
• Angeline, Phase 6, Collector Road A, Segment 2 Bridge – Request for proposals to provide services pertaining to Collector Road A - Segment 2, Bridge 2. Bridge 2 is a new prestressed concrete beam bridge comprised of eight (8) total spans at 74’-0” for a total length of 592’-0”. At a width of 103’-3”, the bridge includes a 12’-0” shared use path, 5’-0” sidewalk, and is supported by Florida-I 36 Beams on pile bents.
Bid packages for the above work items will be available beginning Thursday, March 19th, 2026, at 9:00 a.m. via electronic transmission from the office of WGI, 3111 W. Dr. Martin Luther King Jr. Boulevard, Suite 400 Tampa, FL 33607. Each Bid Package will include, but not be limited to, the Request for Proposals, proposal and contract documents, construction plans and specifications. Mr. Lee Dowden, PE shall be the contact person regarding the Bid Package.
The Developer has the right to reject any and all proposals, make modifications to the work, and waive any minor informalities and irregularities in proposals as it deems appropriate, if it determines in its discretion that it is in the best interest of the Developer to do so.
Any person who wishes to protest the Bid Package, or any component thereof, shall file with the Developer a written notice of protest within seventy-two (72) hours after the Bid Packages are due, and shall file a formal written protest with the Developer within seven (7) calendar days after the date of timely filing the initial notice of protest. The filing will be perfected and deemed to have occurred upon receipt by the Developer’s management company, Breeze, 2502 N. Rocky Point Drive, Suite #1000, Tampa, FL 33607. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the District’s Bid Package. The formal written protest shall state with particularity the facts and law upon which the protest is based.
A non-mandatory pre-bid MS Teams conference call will be held at 3:00 PM on Thursday, April 2nd, 2026. NOTE: Interested contractors should email lee.dowden@wginc.com prior to the 4/2/26 pre-bid meeting in order to be included in the meeting invite. Ranking of proposals will be made on the basis of qualifications according to the evaluation criteria contained within the Bid Package. Any and all questions relative to this project shall be directed in writing only to WGI; 3111 W. Dr. Martin Luther King Jr. Boulevard, Suite 400 Tampa, FL 33607 or via e-mail to lee.dowden@wginc.com no later than 2:00 p.m. Thursday, April 16, 2026.
Firms desiring to provide services for these projects must submit one (1) original, one (1) PDF of the required proposal and one (1) Excel file of the Schedule of Values and a linked schedule with an anticipated start date to final completion by no later than 2:00 p.m. on Thursday, April 30, 2026, at the office of WGI; 3111 W. Dr. Martin Luther King Jr. Boulevard, Suite 400 Tampa, FL 33607, Attention: Mr. Lee Dowden, PE. Proposals shall be submitted in a sealed opaque package, shall bear the name of the proposer on the outside of the package and shall identify the name of the project. Proposals will be opened at the time and date stipulated above; those received after the time and date stipulated above will be returned un-opened to the proposer. Any proposal not completed as specified or missing the required proposal documents as provided in the Bid Package may be disqualified.
*The contract for the awarded bidder may be assigned, at the Developer’s sole discretion, to a Community Development District once it has been established or has the appropriate funding in place.
*A Bid Bond will be required.
