VOPH – Pasadena Ridge Phases 3A-1, 3A-2, 3B, 3C-1, 3C-2 / Site Development Request for Proposals for Construction Services for Improvements Pasco County, Florida
VOPH Master Development Company (“Owner”) hereby requests proposals to provide services relating to the construction and/or installation of various roadways, ponds and drainage, utility improvements consisting of potable, sanitary, force mains and lift stations as set forth in the Project Manual.
The Project Manual will be available beginning Tuesday, March 31, 2026 electronically from the offices of Clearview Land Design, LLC, located at 3010 W Azeele Street, Suite 150, Tampa, Florida 33609. Each Project Manual will include, but not be limited to, the Request for Proposals, proposal and contract documents, and construction plans. The owner has the right to reject any and all proposals, make modifications to the work, and waive any minor informalities and irregularities in proposals as it deems appropriate, if it determines in its discretion that it is in the best interest to do so. In addition, this project is subject to the availability of funds and the project may be cancelled if funds are not available. The successful proposer must execute a contract with the owner and file the requisite Performance and Payment Bonds and insurance within fourteen (14) calendar days after the receipt of the Notice of Award.
Any person, who wishes to protest the Project Manual, or any component thereof, shall file with the owner a written notice of protest within seventy-two (72) hours after the Project Manual is made available, and shall file a formal written protest with the owner within seven (7) calendar days after the date of timely filing the initial notice of protest. Filing will be perfected and deemed to have occurred upon receipt by the owner. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the Project Manual. The formal written protest shall state with particularity the facts and law upon which the protest is based.
A mandatory pre-bid meeting will be held via Microsoft TEAMS at 9:00 AM on Wednesday, April 8, 2026. Ranking of proposals will be made on the basis of qualifications according to the evaluation criteria contained within the Project Manual. Any and all questions relative to this project shall be directed in writing via e-mail to alan.lawton@clearviewland.com; Heather.meyer@clearviewland.com no later than 2:00 PM on April 22, 2026.
Firms desiring to provide services for this project must submit electronic bid package file including an Excel file of the populated Schedule of Values no later than 2:00 PM on May 6, 2026, to Clearview Land Design, P.L. Proposals will be opened at the time and date stipulated above; those received after the time and date stipulated above will be considered late and not included in the bid evaluation. Any proposal not completed as specified or missing the required proposal documents as provided in the Bid Package may be disqualified.
