FLORIDA: HAZARDOUS WASTE MANAGEMENT PROGRAM
AGENCY: UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
ACTION: PROPOSED AND DIRECT FINAL AUTHORIZATION OF FLORIDA FOR NEW FEDERAL RULES UNDER THE RESOURCE CONSERVATION AND RECOVERY ACT
The Florida Department of Environmental Protection (FDEP), Waste Division, has applied for Final Authorization of revisions to its hazardous waste management program under the Resource Conservation and Recovery Act (RCRA).
FDEP’s revisions correspond to certain federal rules promulgated between July 1, 1999, and June 30, 2022 (including RCRA Clusters X and XXX) A RCRA cluster is a set of final federal rules promulgated from July 1st of a specific year through June 30th of the following year.
The U.S. Environmental Protection Agency (EPA) has reviewed FDEP’s application and has made a decision, subject to public review and comment, that FDEP’s application meets the state authorization provisions of 40 C.F.R. Part 271 and Section 3006(b) of RCRA, 42 U.S.C. § 6926(b). The EPA therefore proposes to grant FDEP authorization to operate its hazardous waste program as revised unless adverse comments are received. The effect of this proposed and direct final authorization will be to include these State rules as part of FDEP’s authorized State hazardous waste program.
