REQUEST FOR PROPOSALS FOR
CONSTRUCTION SERVICES
HERNANDO COUNTY, FLORIDA

Notice is hereby given that the HBWB Development Services, LLC (the “Developer”) requests proposals to provide services relating to the construction and/or installation of various roadways, ponds and drainage, utility improvements consisting of potable, sanitary, force mains and lift stations as set forth in the Project Manual, for the following project:

MILKAWAY
PHASE 1 MAIN INFRASTRUCTURE IMPROVEMENTS

The Project Manual will be available beginning May 6th, 2026, at 9:00 AM EST by emailing the Project Engineer, Todd Amaden, at Landmark Engineering & Survey Corp., at:

The Project Manual will include, but not be limited to, the Construction Plans and Specifications, Bid Tabulations, Contractor Qualification Manual, Evaluation Criteria, Form of Assignment and Assumption Agreement, Contractor’s Acknowledgment and Acceptance of Assignment and Release, Schedule of Values, Combined Affidavit for Scrutinized Companies, Public Entity Crimes, E-Verify, Non-Collusion, and Anti-Human Trafficking, Trench Safety Act Form, etc., as shown on the List of Documents and Schedule of RFP Events. Instructions for distributing construction plans and specifications will be included in each Project Manual.

Developer reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any proposal, as it deems appropriate, if it determines in its discretion that it is in Developer’s best interests to do so. Each proposal shall be accompanied by a proposal guarantee in the form of a proposal bond or certified cashier’s check in an amount not less than five percent (5%) of the total bid to be retained in the event the successful proposer fails to execute a contract with Developer and file the requisite performance and payment bonds and insurance within fourteen (14) calendar days after the receipt of the notice of award.

Ranking of proposals will be made on the basis of qualifications according to the evaluation criteria contained within the Project Manual; however, please note that proposals received from firms failing to meet the following minimum qualifications/requirements will not be considered or evaluated: (1) Proposer will have constructed two (2) improvements similar in quality and scope with a minimum of $5,000,000 in total volume construction cost within the last five (5) years; (2) Proposer will have minimum bonding capacity of $10,000,000 or the proposer’s bid amount, whichever is greater, from a surety company acceptable to Developer; (3) Proposer is authorized to do business in Florida; and (4) Proposer is registered with Hernando County and is a licensed contractor in the State of Florida. Utilizing the Evaluation Criteria, Developer will award the work to the Proposer, who in Developer’s sole discretion, submits the most advantageous proposal to Developer.

There will be a mandatory pre-proposal meeting on May 15th, 2026 at 10:00 AM to be held via Microsoft Teams.

Any and all questions related to this project shall be directed in email only to the Project Engineer’s contact information included in the Project Manual(s) no later than June 5th, 2026, at 5:00 PM EST

Firms desiring to provide services for this project must submit one (1) original and (1) electronic copy in PDF included with the submittal package of the required proposal no later than June 17th, 2026, at 5:00 PM. EST, at the offices of Landmark Engineering & Survey Corp., 8515 Palm River Road, Tampa, Florida 33619. Proposals shall be submitted in a sealed opaque package, shall bear the name of the proposer on the outside of the package, and shall identify the name of the project. Proposals received after the time and date stipulated above will be returned un-opened to the proposer. Any proposal not completed as specified or missing the required proposal documents as provided in the Project Manual may be disqualified.
