DESIGN BUILD SERVICES
FOR THE
LINDA LAKES WASTEWATER TREATMENT PLANT (WWTP) DECOMMISSIONING
In accordance with the Consultants’ Competitive Negotiation Act (“CCNA”), Section 287.055, Florida Statutes, the Florida Governmental Utility Authority (FGUA), a legal entity and public body created by interlocal agreement pursuant to Section 163.01, Florida Statutes, is seeking the services of a Design-Build Team for Design Build Services for the Linda Lakes Wastewater Treatment Plant (WWTP) Decommissioning project in the Consolidated Utility System, Pasco County, Florida.
The Florida Governmental Utility Authority (FGUA) is planning to decommission the wastewater treatment plant and interconnect to Pasco County Utilities at the Linda Lakes Wastewater Treatment Plant in Pasco County, Florida. The FGUA is seeking a qualified Design-Build firm (DB) for design-build project delivery of the following work:
Linda Lakes WWTP Decommissioning
This Project will decommission the Linda Lakes WWTP and provide a sewer system connection for the Linda Lakes Utility to Pasco County Utilities in Pasco County, Florida to improve system reliability and eliminate the need for onsite wastewater treatment. Improvements will include installation of a new force main and/or gravity sewer system, evaluation and construction of a lift station as required, integration of controls and SCADA, and abandonment and decommissioning of the existing wastewater treatment facility, delivered as a complete Design-Build project.
FGUA anticipates selecting one firm to execute the Linda Lakes WWTP Decommissioning Agreement for the provisions of providing services outlined in the Scope of Services provided herein.
FGUA will be accepting statements of qualifications for professional design building services. Statements of Qualifications (SOQs) must be uploaded to: https://www.demandstar.com/app/buyers/bids/538523 by 3:00pm Eastern Standard Time, July 28, 2026. Any SOQ uploaded after 2:00 PM on the above advertised deadline will not be considered.
Failure to provide the required information shall result in the SOQ being deemed nonresponsive. FGUA reserves the right to reject all SOQs, waive any informalities, and request additional information from the applicant if necessary. SOQs will be evaluated and awarded in accordance with the CCNA. FGUA will enter into competitive negotiations with the firm deemed most highly qualified to arrive at compensation that is fair, competitive and reasonable. Approval to negotiate a Design Build Agreement with the top three ranked Proposers, beginning with the top-ranked Proposer, is expected to occur at the August 20, 2026, Board meeting.
