FOR THE
SEVEN SPRINGS WASTEWATER TREATMENT PLANT (WWTP) DISK FILTER REPLACEMENT
In accordance with the Consultants’ Competitive Negotiation Act (“CCNA”), Section 287.055, Florida Statutes, the Florida Governmental Utility Authority (FGUA), a legal entity and public body created by interlocal agreement pursuant to Section 163.01, Florida Statutes, is seeking the services of a Design-Build Team for Design Build Services for the Seven Springs Wastewater Treatment Plant (WWTP) Disk Filter Replacement project in the Seven Springs Utility System, Pasco County, Florida.
The Florida Governmental Utility Authority (FGUA) is planning to replace the existing tertiary filters at the Seven Springs Wastewater Treatment Plant in Pasco County, Florida. The FGUA is seeking a qualified Design-Build firm for design-build project delivery of the following work:
Seven Springs WWTP Disk Filter Replacement
This Project will replace the existing tertiary filtration system at the Seven Springs Wastewater Treatment Plant in Pasco County, Florida to improve effluent quality and meet Florida reuse water standards. Improvements will include installation of new disk filters within the existing filter footprint, or an alternate location if approved, delivered as a complete Design-Build project.
FGUA anticipates selecting one firm to execute the Seven Springs WTP Disk Filter Replacement Agreement for the provisions of providing services outlined in the Scope of Services provided herein.
FGUA will be accepting statements of qualifications for professional design building services. Statements of Qualifications (SOQs) must be uploaded to: https://www.demandstar.com/app/buyers/bids/538524 by 2:00pm Eastern Standard Time, July 28, 2026. Any SOQ uploaded after this advertised deadline will not be considered.
Failure to provide the required information shall result in the SOQ being deemed nonresponsive. The FGUA reserves the right to reject all SOQs, waive any informalities, and request additional information from the applicant if necessary. SOQs will be evaluated and awarded in accordance with the CCNA. FGUA will enter into competitive negotiations with the firm deemed most highly qualified to arrive at compensation that is fair, competitive and reasonable. Approval to negotiate a Design Build Agreement with the top three ranked Proposers, beginning with the top-ranked Proposer, is expected to occur at the August 20, 2026, Board meeting.
