NOTICE OF PUBLIC HEARING
Notice of Proposed Increase in Non-ad Valorem Assessment for the Lealman Solid Waste Collection and Disposal District
Pinellas County, Florida
This notice is issued in accordance with sections 197.3631 and 197.3632 of the Florida Statutes. Pinellas County, acting as the governing body of the Lealman Solid Waste Collection and Disposal District (the “District”), hereby proposes to increase the non-ad valorem special assessment levied under Article XI of Chapter 114 of the Pinellas County Code for solid waste collection and disposal services. This assessment is separate from and in addition to your ad valorem property taxes.
Purpose of the Assessment: The assessment funds the collection, disposal, and related administration of solid waste services for residential properties within the Lealman Solid Waste Collection and Disposal District.
Proposed Rate Change: The annual assessment rate is proposed to increase from $240.00 to $288.00 per residential unit, effective for the upcoming assessment roll.
Service Area: The assessment applies to all residential real property within the District’s boundaries.
Total Revenue to Be Collected: The total revenue to be collected District-wide under the proposed rate is estimated at $2,279,232.00 for services from January 2026 through December 2026.
Public Hearing: The Pinellas County Board of County Commissioners, acting as the governing body of the District, will hold a public hearing to consider adoption of the proposed assessment increase at:

All affected property owners have the right to appear at the public hearing and to file objections with the Board of County Commissioners. Comments on this agenda item must be submitted by 5:00 p.m. on Monday, July 20, 2026.
Consequence of Nonpayment: Because the Lealman Solid Waste Assessment will be collected by the Tax Collector of Pinellas County, pursuant to Chapter 197, Florida Statutes, failure to pay this assessment will result in a tax certificate being issued against the property, which may lead to a loss of title.
