PUBLIC NOTICE OF SIGNIFICANT
INDUSTRIAL POLLUTION VIOLATION
Listed below are significant industrial wastewater discharge violations of the requirements of Section 27-302 through 27-314 of the City of St. Petersburg municipal code, Section 62-625, Florida Administrative Code (Pretreatment Requirements for Existing and New Sources of Pollution) and 40 CFR Part 403 (General Pretreatment Regulations) occurring between January 1, 2026 and June 30, 2026.

Violation: The Industrial Wastewater Discharge Permit #SPFL-562219-CIU-86-32 contains specific limits on the levels of pollutants identified, which Howco Environmental Services, Inc. can discharge, and specified self monitoring requirements. During the six month period from January 01, 2026 to June 30, 2026, 33% of the averaged monthly samples exceeded the TRC monthly limit for Total Recoverable Petroleum Hydrocarbons (TRPH). Significant noncompliance exists when 33.0% or more of all measurements for one pollutant parameter exceeds the TRC limit or 66.0% or more of measurements taken during a six month period exceed by any magnitude, the maximum limit. as defined in Section 27-302 of the City Ordinance.
Actions Taken: Notice of Significant Non-Compliance was issued to Howco Environmental Services, Inc. by the Water Resources Department, City of St. Petersburg, on June 30, 2026.
