State Housing Initiatives Partnership Program
City of Tampa is expected to receive an estimated $2,867,368 in grant funds under the State Housing Initiatives Partnership (SHIP) Program during State Fiscal Year (FY) 2026-2027. Funding for the SHIP Program is based upon the amount of revenue generated through the local doc stamp tax paid on all real estate transactions and the State approved budget through the Florida Housing Finance Corporation (FHFC).
SHIP dollars may be used to provide funding for owner occupied rehabilitation, purchase assistance, rental unit new construction and rehabilitation, disaster mitigation for rental and homeowner households, single family demolition/reconstruction of single family units, and special needs rental housing including land acquisition/housing construction and/or rehab.
A minimum of 65 percent of the funds must be spent on eligible homeownership activities; a minimum of 75 percent of funds must be spent on eligible construction activities; at least 30 percent of the funds must be reserved for very-low income households (up to 50 percent of the area median income or AMI); an additional 30 percent may be reserved for low income households (up to 80 percent of AMI); and the remaining funds may be reserved for households up to 140 percent of AMI. No more than 10 percent of SHIP funds may be used for administrative expenses.
The City of Tampa will make funds available at various times throughout the year for these approved strategies and activities outlined in the approved Local Housing Assistance Plan (LHAP). Request for Proposals for large projects will be marketed on the City’s Housing and Community Development website https://www.tampa.gov/housing-and-community-development/. The full description of eligible activities, corresponding selection criteria, and income set asides can be found within the approved FY 25-27 LHAP. The NOFA will be posted in newspapers of general circulation, periodicals serving ethnic and diverse neighborhoods, and on the City’s Housing and Community Development website.
