Notice of Intent to Award a Sole Source Procurement
Notice is hereby given that the Hillsborough County Aviation Authority (Authority) intends to award a sole source contract to Energage, LLC for Energage Annual Insights Subscription and Annual Workplace Experience Survey Flex Subscription. The Authority intends to begin negotiations with Energage, LLC on or about July 22, 2026.
The Energage Annual Insights Subscription and Annual Workplace Experience Survey Flex Subscription will provide comprehensive employee workplace experience survey services from Energage to assess employee engagement, organizational culture, workplace satisfaction, leadership effectiveness, and other key workforce metrics. The Authority has utilized Energage’s platform to perform its annual employee experience survey for 10 years to maintain consistency in survey methodology and preserve the ability to compare current results with historical survey data. Continued use of Energage supports accurate trend analysis and allows leadership to evaluate changes in employee sentiment and workplace culture over time. In addition, Energage, in partnership with the Tampa Bay Times, administers the annual Top Workplaces recognition program. Participation in this local, annual award program requires the use of the Energage platform and survey services.
Companies that believe they can meet or exceed the above-stated requirements must provide, in writing, convincing technical data sufficient to support their position. Responses to this notice will be used to determine whether bona fide competition exists.
