REQUEST FOR PROPOSALS FOR CONSTRUCTION SERVICES
PASCO COUNTY, FLORIDA
Notice is hereby given that the HBWB Development Services, LLC (the “Developer”) requests proposals to provide services relating to the construction and/or installation of various roadways, ponds and drainage, utility improvements consisting of potable, sanitary, force mains and lift stations as set forth in the Project Manual, for the following project:

MITCHELL 41:
• Phase 1A (Roadways)
• Phase 1 (415 residential units)
• Offsite Utility Improvements

The Project Manual will be available beginning Monday, August 3, 2026 by emailing the Project Engineer, Clearview Land Design, P.L., located at 3010 W Azeele Street, Suite 150, Tampa, Florida 33609. The Project Manual will include, but not be limited to, the Construction Plans and Specifications, Bid Tabulations, Contractor Qualification Manual, Evaluation Criteria, Form of Assignment and Assumption Agreement, Contractor’s Acknowledgment and Acceptance of Assignment and Release, Schedule of Values, Combined Affidavit for Scrutinized Companies, Public Entity Crimes, E-Verify, Non-Collusion, and Anti-Human Trafficking, Trench Safety Act Form, etc., as shown on the List of Documents and Schedule of RFP Events. Instructions for distributing construction plans and specifications will be included in each Project Manual.

Developer reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any proposal, as it deems appropriate, if it determines in its discretion that it is in Developer’s best interests to do so. Each proposal shall be accompanied by a proposal guarantee in the form of a proposal bond or certified cashier’s check in an amount not less than five percent (5%) of the total bid to be retained in the event the successful proposer fails to execute a contract with Developer and file the requisite performance and payment bonds and insurance within fourteen (14) calendar days after the receipt of the notice of award.

Ranking of proposals will be made on the basis of qualifications according to the evaluation criteria contained within the Project Manual; however, please note that proposals received from firms failing to meet the following minimum qualifications/requirements will not be considered or evaluated: (1) Proposer will have constructed two (2) improvements similar in quality and scope with a minimum of $5,000,000 in total volume construction cost within the last five (5) years; (2) Proposer will have minimum bonding capacity of $10,000,000 or the proposer’s bid amount, whichever is greater, from a surety company acceptable to Developer; (3) Proposer is authorized to do business in Florida; and (4) Proposer is registered with Pasco County and is a licensed contractor in the State of Florida. Utilizing the Evaluation Criteria, Developer will award the work to the Proposer, who in Developer’s sole discretion, submits the most advantageous proposal to Developer.

There will be a mandatory pre-proposal meeting will be held via Microsoft TEAMS at 9:30AM EST, Thursday, August 13, 2026.

Any and all questions related to this project shall be directed in email only to the Project Engineer’s contact information included in the Project Manual(s) no later than Tuesday August 25, 2026, by 5:00 PM EST

Firms desiring to provide services for this project must submit electronic bid package file including an Excel file of the populated Schedule of Values no later than 2:00 PM EST on Tuesday, September 8, 2026, to Clearview Land Design, P.L. Proposals will be opened at the time and date stipulated above; those received after the time and date stipulated above will be considered late and not included in the bid evaluation. Any proposal not completed as specified or missing the required proposal documents as provided in the Project Manual may be disqualified.
