Notice of Funding Availability (NOFA) and Request for Applications (RFA)
CDBG-DR Planning Program

Pasco County Office of Disaster Recovery Resources (ODRR) announces the availability of funds and seeks applications from qualified applicants for planning activities to funding planning studies and organizational capacity building within Pasco County under the Better Future Planning Program.

The NOFA and RFA makes available an estimated $3,000,000.00 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing & Urban Development (HUD). The RFA will be available Wednesday, August 26, 2026 on the County’s website at https://www.pascocountyfl.gov/community/planning_program.php.

Applications must be submitted by Tuesday, September 29, 2026 at 1:30PM EDT through Pasco County website Neighborly Portal link located at https://www.pascocountyfl.gov/community/planning_program.php.
Late applications will not be accepted.

Applicants must demonstrate the capacity to assist the County in meeting recovery priority needs. Applications will be reviewed and ranked based on a predetermined set of criteria outlined in the NOFA and program guidelines.

Eligible projects and entities are described in detail in the NOFA and Program Guidelines, available for download on the County’s website noted above.

It is the responsibility of each applicant to electronically generate and review the NOFA and Guidelines in its entirety, seek clarification in writing and ensure accuracy of their application before submitting. The deadline for questions is Tuesday, September 15, 2026, at 5PM EDT and must be submitted in writing to connect@pascobetterfuture.com. Questions will be answered and posted on the County’s website noted above. The County and ODRR will not be bound by any information provided verbally.
