Notice of Request for Proposals (RFP) for Golf Course Maintenance Services

The Heritage Harbor Community Development District (the “District”) hereby requests proposals for Golf Course Maintenance Services (“Services”), more specifically described in the RFP Package.

The RFP Package will be available on Friday, September 25, 2026, and may be obtained by email request to District Counsel at Straley Robin Vericker, by contacting: Tracy J. Robin (trobin@srvlegal.com) and Cari Allen Webster (cwebster@srvlegal.com), with a copy to: msprague@srvlegal.com. The RFP Package includes: Instructions to RFP Proposers, Scope of Services, Evaluation Criteria, and related information. All questions relative to the RFP and the Services must be submitted as required in the Instructions to RFP Proposers.

Rankings for the proposals received will be based upon qualifications according to the Evaluation Criteria. Each proposer must be licensed in the State of Florida, and should have recent experience with similar Services. Additional requirements are set forth in the RFP Package. Utilizing the Evaluation Criteria, the District will award the work to the Proposer, who in District’s sole discretion, submits the lowest cost responsive and responsible proposal. The Board of Supervisors of the District reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities and irregularities in any proposal as it deems appropriate. Any incomplete proposal, per requirements of the RFP Package, may be disqualified.

Firms desiring to provide Services are required to (1) attend a mandatory on-site Pre-Proposal Meeting held at 9:00 a.m. (EST) on Wednesday, October 7, 2026, at the Heritage Harbor Clubhouse located at 19502 Heritage Harbor Parkway, Lutz, Florida 33558 and (2) submit a “sealed envelope” containing (a) one (1) original hard copy of the required proposal, and (b) one (1) digital PDF copy of the required proposal no later than by 12:00 p.m. (EST) on Friday, October 23, 2026, to the law office of Straley Robin Vericker, Attn: Tracy J. Robin, 1510 W. Cleveland Street, Tampa, FL 33606, and by emailing Tracy J. Robin at trobin@srvlegal.com and Cari Allen Webster at cwebster@srvlegal.com, with a copy to: msprague@srvlegal.com. The sealed proposals will be opened at 12:00 P.M. At the Proposal opening, the name of each proposer and price submitted on the Official Bid Proposal Form will be announced and such information will be made available upon request.

You are hereby made aware of Section 287.05701, Florida Statutes. The District is not requesting documentation of, nor will it consider a proposer’s social, political, or ideological interests when determining whether a proposer is a responsible vendor or when awarding a contract.
