Notice of Draft Permit and Public Meeting
The Department of Environmental Protection (DEP) hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Mosaic Fertilizer, LLC, 13830 Circa Crossing Drive, Lithia, Florida 33547, applied on June 24, 2026, for a Class V, Group 9 exploratory well construction permit. The project is located at Mosaic Riverview concentrate facility, 8813 U.S. Hwy 41 S., Riverview, Florida 33578, in Hillsborough County (File 0441618-003-004-UC/1EX, WACS ID 108120).
The permittee will construct two Class V, Group 9 exploratory wells (IW-1 and IW-2) and a proposed monitor well (DZMW-1) at the Mosaic Riverview concentrate facility. No injection is authorized by this permit except for short-term injection testing in IW-1 and IW-2 to test the suitability of the proposed injection zone.
The proposed location for IW-1 is latitude 27° 52’ 13.051” N and longitude 82° 23’ 7.475” W. The proposed location for IW-2 is latitude 27° 52’ 10.074” N and longitude 82° 23’ 7.4832” W. The proposed location for DZMW-1 is latitude 27° 52’ 11.571” N and longitude 82° 23’ 7.468” W.
Exploratory wells IW-1 and IW-2 are proposed to be constructed with a 20-inch diameter casing set to 2,400 feet below land surface (bls), an 11.75-inch diameter tubing set to 2,390 feet bls with a cemented annulus and at a maximum total depth of 3,500 feet bls.
Monitor well DZMW-1 will be completed within 150 feet of wells IW-1 and IW-2 in the Floridan aquifer system with an upper zone from approximately 400 to 500 feet bls and a lower zone from approximately 800 to 900 feet bls.
If the subsurface conditions observed during the exploratory activities authorized under this permit are found to be suitable, the permittee would subsequently apply for reclassification of wells IW-1 and IW-2 as Class I injection wells. After such reclassification, wells IW-1 and IW-2 would be used for the disposal of treated industrial wastewater managed under Mosaic’s National Pollutant Discharge Elimination System permits (FL0000761 and FL0177130), including non-hazardous industrial wastewater from the phosphogypsum stack systems (gypstack) and phreatic water collected by the gypstack underdrain systems.
DEP has permitting jurisdiction under Chapter 403, Florida Statutes, and the rules adopted thereunder. The project is not exempt from permitting procedures. DEP has determined that an underground injection control permit is required for the proposed work.
DEP also announces an open house public meeting to which all persons are invited.
Date and Time: Oct. 29, 2026, from 4 p.m. to 7 p.m.
Place: Gardenville Recreation Center, 6219 Symmes Road, Gibsonton, Florida 33534.
Purpose: The purpose of this public meeting is to obtain public comment on the above-referenced draft underground injection control permit. During this open house public meeting, representatives of both DEP and Mosaic Fertilizer, LLC, will be available to answer questions and provide information about the draft permit.
Any interested person may submit written or oral comments on the draft permit. Persons wishing to enter written or oral comments into the record at the public meeting will be able to do so on an individual basis at the comment table. Written comments can also be submitted to DEP’s Aquifer Protection Program, the office processing this permit application, via U.S. mail at 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, or via email to APP@FloridaDEP.gov. All comments received by Nov. 5, 2026, will be considered in the formulation of DEP’s final decision regarding permit issuance. The files associated with the draft permit are available for public inspection during normal business hours, 8 a.m. to 5 p.m., Monday through Friday, except state holidays, at DEP’s Aquifer Protection Program office in Tallahassee (see address above).
