Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain

To: All interested Agencies, Groups and Individuals

This is to give notice that Pasco County has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain will have on the human environment for the Community Development Block Grant Disaster Recovery (CDBG-DR) funds under Title I of the Housing and Community Development Act of 1974.

The proposed Ekos at Bayonet Point III project is a is a 126-unit attainable housing development for families, located at 7608 McDowell Way, Hudson, FL 34667 in Pasco County, Florida. The project is being financed through 4% non¬competitive Low-Income Housing Tax Credits (LIHTC) and tax-exempt bonds, providing much-needed affordable housing for families with an average household income at or below 80% of the Area Median Income (AMI). The Ekos at Bayonet Point III follows the successful closing of Ekos at Bayonet Point I, a 114-unit senior housing development that secured financing in the second quarter of 2025 and is currently under construction, with completion anticipated in the third quarter of 2026 and Ekos at Bayonet Point II, a 120 senior affordable housing development that secured financing in 2026 with completion anticipated for fourth quarter 2027. All three developments are part of a Master Planned Unit Development (MPUD) designed to deliver a total of 360 attainable housing units in Pasco County.

There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplain can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.

Any individual, group, or agency may submit written comments on the Environmental Review Record to the Pasco County Office of Disaster Recovery Resources, 8239 Youth Lane, Port Richey, FL 34668, Attention: Mr. Charles Lane, or via email at Betterfuture@mypasco.net.
All comments received by October 15, 2026, will be considered by the Pasco County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
