NOTICE OF PUBLIC HEARING
Pasco County, Florida (the “County”) intends to issue its Solid Waste Disposal and Resource Recovery System Revenue Bonds, Series 2026 (AMT) in one or more series in an original aggregate principal amount not to exceed $91,000,000 (the “Bonds”) for the primary purposes of financing various capital improvements to its solid waste and resource recovery facilities, as more fully described below (collectively, the “2026 Project”), within the County in accordance with plans and specifications on file with the County. Proceeds of the Bonds may also be used to pay certain costs of issuance of the Bonds.
The 2026 Project consists of improvements to the following County-owned facilities, the West Pasco Resource Recovery Facility, located 14230 Hays Road, Spring Hill, Florida 34610, including, but not limited to, the expansion of the Pasco County Resource Recovery Facility to include a new municipal waste combustion boiler, Martin Stoker, recirculating dry scrubber and baghouse, standalone turbine generator, water cooled surface and bypass condensers, and cooling tower, to be financed with proceeds of the Bonds in an amount not to exceed $91,000,000.
Please take notice that the Board of County Commissioners of Pasco County, Florida (the “Board”) will hold a public hearing at 1:30 p.m. or as soon thereafter as may be heard, on December 9, 2025 at a meeting of the Board of County Commissioners of Pasco County, at the West Pasco Government Center, Board Room, 1st Floor, 8731 Citizens Dr., New Port Richey, Florida 34654, at which time any person may be heard regarding the facilities or projects being financed and the proposed issuance of the Bonds. The documents regarding the proposed issuance of the Bonds and other public records regarding the facilities and the projects being financed are in the possession of the County’s Solid Waste Division and may be examined at reasonable times during business hours, 8:00 a.m. to 4:00 p.m., Monday through Friday, at the office of the Solid Waste Department, 2nd Floor, 14230 Hays Road, Spring Hill, Florida 34610. This notice is given pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended.
The public hearing is being held for the purpose of affording residents of the County, and other interested persons an opportunity to express their views, both orally and in writing, on the proposed issuance of the Bonds and the nature and location of the 2026 Project.
The public hearing is required by Section 147(f) of the Code. Subsequent to the public hearing, the Board of County Commissioners of the County will consider whether to approve the issuance of the Bonds as required by Section 147(f) of the Code.
At the time and place fixed for said public hearing all who appear will be given an opportunity to express their views, both orally and in writing, for or against the proposal to approve the issuance of said Bonds and the nature and location of the 2026 Project. Prior to said public hearing, written comments may be delivered to the office of the Solid Waste Department, 2nd Floor, 14230 Hays Road, Spring Hill, Florida, 34610, Attention: Kevin Pliska, Solid Waste Director, or via email to solidwastepc@pascocountyfl.net.
ALL PERSONS FOR OR AGAINST SAID APPROVAL CAN BE HEARD AT THE TIME AND PLACE FIXED FOR SAID PUBLIC HEARING. IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE COUNTY WITH RESPECT TO SUCH HEARING OR MEETING, (S)HE WILL NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.
