Notice of Request for Proposals (RFP) for
Reclaimed Water Metering Station Project

The Heritage Harbor Community Development District (the “District”) hereby requests proposals for construction of a Reclaimed Water Metering Station Project (“Project”), more specifically described in the RFP Package.

The RFP Package will be available on December 1, 2025, and may be obtained by email request to District Counsel at Straley Robin Vericker, by contacting: Tracy J. Robin (trobin@srvlegal.com) and Cari Allen Webster (cwebster@srvlegal.com), with a copy to: msprague@srvlegal.com. The RFP Package includes: List of Documents and Schedule for RFP Events, Instructions to RFP Proposers, Construction Plans and Specifications, Evaluation Criteria, the Form of Construction Services Agreement, the Official Bid Proposal Form, and related information. All questions relative to the RFP and the Project must be submitted as required in the Instructions to RFP Proposers.

Rankings for the proposals received will be based upon qualifications according to the Evaluation Criteria. Each proposer must be licensed in the State of Florida, and should have recent experience with similar projects. Additional requirements are set forth in the RFP Package. Utilizing the Evaluation Criteria, the District will award the work to the Proposer, who in District’s sole discretion, submits the lowest cost responsive and responsible proposal. The Board of Supervisors of the District reserves the right to reject any and all proposals, make modifications to the work, and waive any minor informalities and irregularities in any proposal as it deems appropriate. Any incomplete proposal, per requirements of the RFP Package, may be disqualified.

Firms desiring to provide services for the Project are required to (1) attend a mandatory on-site meeting with the District’s Project Engineer on December 10, 2025, at 11:00 A.M. EST, at the Heritage Harbor Clubhouse Library, located at 19502 Heritage Harbor Parkway, Lutz, FL 33558, and (2) not later than December 19, 2025, at 12:00 P.M. EST, deliver 1 hard copy of the proposal, together with a thumb drive containing an electronic copy of the proposal, in a sealed envelope to the law firm Straley Robin Vericker, Attn: Cari Allen Webster, 1510 W. Cleveland Street, Tampa, FL 33606. The sealed proposals will be opened at 12:00 P.M. At the Proposal opening, the name of each proposer and price submitted on the Official Bid Proposal Form will be announced and such information will be made available upon request.

No Consideration of social, political, or ideological interests. You are hereby made aware of Section 287.05701, Florida Statutes. The District is not requesting documentation of, nor will it consider a proposer’s social, political, or ideological interests when determining whether a proposer is a responsible vendor or when awarding a contract.
