Bexley Road/Wisteria Loop – Vision Road

KB Home Tampa, LLC (the “developer”) hereby requests proposals to provide services relating to the construction and/or installation of various roadway infrastructure improvements for the Bexley Road/Wisteria Loop – Vision Road including, but not limited to, paving, grading, drainage, potable water, sanitary sewer, reclaimed water, and stormwater management as more specifically detailed in the project manual package. Project manual packages will be available via electronic transmission from the office of Florida Land Design & Permitting (FLD&P) beginning on January 7, 2026. The project manual will include, but will not be limited to, the Request for Proposal, bid evaluation form, fillable quantity tabulation form, and construction plans and specifications. To request the bid document package, firms wishing to provide services shall email rpurcell@fldandp.com and request electronic distribution.
Bid Opening Date is 12:00 p.m. on January 29, 2026. KB Home Tampa, LLC has the right to reject any and all proposals, make modifications to the work, and waive any minor informalities and irregularities in proposals as it deems appropriate if it determines in its discretion that it is in the best interest of the project to do so. The successful proposer must execute a contract with KB Home Tampa, LLC and file the requisite Performance and Payment Bonds and insurance within (14) calendar days after receipt of the Notice of Award. Any person who wishes to protest the project manual package, or any component thereof, shall file with the Developer a written notice of protest within seventy-two (72) hours after the project bid package is made available, and shall file a formal written protest with the Developer within seven (7) calendar days after the date of timely filing the initial notice of protest. Filing will be perfected and deemed to have occurred upon receipt by the Developer, KB Home Tampa, LLC, 4105 Crescent Park Dr, Riverview, FL 33578. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the Developer’s project manual. The formal written protest shall state with particularity the facts and law upon which the protest is based. Proposals will be opened at the time and date stipulated above. Those received after the time and date stipulated above will be returned un-opened to the proposer. Any proposal not completed as specified or missing the required proposal documents as provided in the Bid Package may be disqualified.
Firms desiring to provide services for this project must submit a Sealed Bid Proposal Package consisting of: one (1) PDF and (1) original hard copy of the required proposal, one (1) Excel file of the populated Schedule of Values, one (1) linked schedule with an anticipated start date to final completion, and (1) PDF and (1) original hard copy letter response, no more than 2 pages, single spaced, no smaller than 10pt font to address the bid evaluation criteria by no later than 5:00 p.m. on January 27, 2026. Only hard copies will be accepted. Bid proposal packages shall be submitted in a sealed opaque package and shall identify the name of the proposer on the outside of the package and shall identify the name of the project. A virtual nonmandatory pre-bid meeting will be held on January 12, 2026 at 1:30 p.m. via Microsoft Teams. Teams meeting information will be sent out that day to those who plan to participate. Firms wishing to participate shall inform FLD&P via email to rpurcell@fldandp.com no later than January 8, 2026. The County shall be notified in advance of any pre-bid meeting and reserves the right to have a representative present.
Ranking of proposals will be made on the basis of qualifications according to the evaluation criteria contained within the project manual. All questions relative to this project shall be directed via email to rpurcell@fldandp.com no later than January 8, 2026.
