REQUEST FOR PROPOSALS (RFP)
UTILITY BILLING SOFTWARE SYSTEM
NOTICE IS HERE BY GIVEN that Sealed proposals will be received at the City of Gulfport, 2401 53rd Street South, Gulfport, Florida, 33707, in Pinellas County, until 12:00 PM on Wednesday, April 22, 2026 at which time and place they will be publicly opened and read aloud in the City Council Chambers, for qualified vendors for a Utility Billing Software System.

Each proposal shall consist of five (5) hard copies and one (1) digital copy on a thumb drive and must be clearly marked: “SEALED PROPOSAL – UTILITY BILLING SOFTWARE.”
All questions shall be directed to Theresa Carrico, City Clerk, at tcarrico@mygulfport.us or 727-893-1012, no later than April 6, 2026.
Bids may be withdrawn prior to the date of opening, but no bid may be withdrawn for a period of sixty (60) days after the date of opening bids. Bids must conform to the specifications and instruction to the Bidders. Any deviation from the specifications must be shown.
The City reserves the right to reject any or all proposals, to waive any technical defects, and to accept any proposal which the bidding authority believes to be in the best interest of the City. This request for proposals and all proposals submitted are subject to the City ordinances. Any deviation from the specifications must be shown.
