Early Notice and Public Review for a Proposed Activity in the 100-Year Floodplain
Recapitalization of Moorings and Facilities at the USCG Sector St. Petersburg, Florida

The U.S. Coast Guard (USCG) is hereby giving notice that the subject proposed action is located in a 100-year floodplain The USCG will assess potential impacts on the floodplain from the proposed action and will identify and evaluate practicable alternatives, as required by Executive Order 11988, Floodplain Management.
The USCG proposes to implement various mooring and facility recapitalization activities at Sector St. Petersburg. These improvements are intended to provide major repairs and upgrades to restore the Sector St. Petersburg North and South Moorings to accommodate five total major cutters and to redevelop facilities at the North Moorings damaged by Hurricane Helene.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment are given an opportunity to express any concerns, suggest alternative methods to serve the same project purpose, and identify methods to minimize and mitigate impacts. Second, this notice is an important outreach tool to disseminate information and request comment about floodplains which can facilitate and enhance Federal efforts to reduce risks and impacts associated with floodplains. Third, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may experience greater or continued risk associated with floodplain management.
The USCG has prepared a Draft Environmental Assessment (EA) that includes a full description of the proposed action and documentation of potential impacts related to floodplains. The Draft EA may be found here:
