Notice of Draft Permit
The Department of Environmental Protection hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, Hillsborough County, Lisa Rhea, PE, Water Resource Department Director, 925 East Twiggs Street, Tampa, Florida 33602 applied on Nov 12, 2025, for a Class V injection well operation permit. The project is located at North Hillsborough County Aquifer Recharge Program Site #1, 8305 Montague Street, Tampa, Florida 33601, in Hillsborough County (File 0316909-004-UO/5R, WACS ID 101150).
The permittee will operate one non-hazardous Class V aquifer recharge well (NRWD-1) and associated monitor wells NSMW-1, NMWC-1, and NMWD-1 for aquifer recharge using reclaimed water treated to high-level disinfection standards from the Hillsborough County’s Northwest Regional Advanced Wastewater Treatment Facility (AWWTF) and will act as a saltwater intrusion barrier and a water level mitigation well. The maximum injection rate for NRWD-1 shall be 3,472 gallons per minute and the maximum injection volume for NRWD-1 shall be 5.0 million gallons per day. The injection well is constructed with a 24-inch diameter intermediate casing set to 470 feet below land surface (bls), a 16-inch diameter final casing set to 700 feet bls with a cemented annulus, and total depth of 1,140 feet bls. The injection zone is below the base of the USDW and is classified as a G-IV aquifer as defined in Rule 62-520.410 F.A.C. Three single-zone monitor wells have been constructed, monitor well NSMW-1 is completed in the Tampa Limestone from 142 to 170 feet bls. Monitor well NMWC-1 is completed in the Suwannee Limestone from 305 to 415 feet bls. Monitor well NMWD-1 is completed in the Avon Park Limestone from 700 to 920 feet bls. NSMW-1 is proposed to be abandoned.
The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.
Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department’s final decision regarding permit issuance.
