NOTICE OF CHANGE
DISTRICT SCHOOL BOARD OF PASCO COUNTY, FLORIDA
RULE TITLE: 1. Student Progression Plan 2026-2027
PURPOSE AND EFFECT:
1. The Student Progression Plan sets forth standards for promotion, retention, and graduation and is being updated to reflect changes recommended by the Pasco SPP workgroup and state law.
SUMMARY OF RULE:
1. Student Progression Plan: Each district school board shall establish a comprehensive plan for student progression which must provide for a student’s progression from one grade to another based on the student’s mastery of the standards.
SPECIFIC AUTHORITY:
1. Section 1008.25, Florida Statutes and Section 120.54(3)(d), Florida Statutes.
LAW IMPLEMENTED:
1. Sections 1001.41; 1001.42; 1001.43; and 1008.25, Florida Statutes.
NOTICE OF CHANGE:
1. The language of the proposed rule has changed since filing of the original Notice of Proposed Rulemaking. Changes were based on information, suggestions, and discussions obtained during and after the publicly noticed workshop session of May 19, 2026, a publicly noticed Public Hearing of June 2, 2026, and a publicly noticed Public Hearing of June 16, 2026. Based on the foregoing, by action of the School Board, and as otherwise supported by the record of the public hearings, the following change will be included in the version of the Student Progression Plan 2026-2027 presented to the School Board for Final Action on July 21, 2026:
Previous Language:
Students enrolled in these courses are expected to take the corresponding exam. If a student does not take the corresponding exam, they will not be eligible to earn college credit and will lose the additional weighted GPA points associated with the course. Instead, the course will be calculated using Honors-level weighting in the weighted GPA. This requirement will be clearly outlined in the course syllabus provided to students and families. Exceptions to the above-mentioned policy can be requested to and reviewed by the principal based on good-cause extenuating circumstances, and a principal recommendation made to the Assistant Superintendent whose decision will be final and not appealable.
Changed Language:

IT IS ANTICIPATED THAT THE RULE WILL BE ADOPTED ON JULY 21, 2026, WITH AN EFFECTIVE DATE OF JULY 22, 2026.

Any person requiring special accommodation to participate in the meetings above noticed because of a disability should call 727-774-2649 (West Pasco), 813-794-2649 (Central Pasco), or 352-524-2649 (East Pasco), 48 hours in advance of the meeting to make appropriate arrangements. If any person appearing before the School Board anticipates or expects that he or she might appeal any decision made by the School Board, that person will need a record of the proceedings, and that for such purpose, that person will need to insure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
The Agency does not anticipate any the adoption of this rule will (1) have an adverse impact on small business; or (2) directly or indirectly increase regulatory costs in excess of $200,000 in the aggregate in the state within 1 year after the implementation of the rule. Any person who wishes to provide information regarding a statement of estimated regulatory costs or provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
