NOTICE OF AVAILABILITY
FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR RECAPITALIZATION OF MOORINGS AND FACILITIES AT
U.S. COAST GUARD SECTOR ST. PETERSBURG, FLORIDA
The U.S. Coast Guard (USCG) has completed a Final Environmental Assessment (FEA) and Finding of No Significant Impact (FONSI) for the Recapitalization of Moorings and Facilities at USCG Sector St. Petersburg, Florida. This FEA has been prepared pursuant to the requirements of the National Environmental Policy Act of 1969; (Title 42 of the U.S. Code § 4321 et seq.) and USCG Environmental Planning Policy (Commandant Instruction [COMDTINST] 5090.1). Consistent with Executive Order (EO) 14154, the Council on Environmental Quality (CEQ) has rescinded the NEPA regulations, effective April 11, 2025, and is working with Federal agencies to revise or establish their own NEPA implementing procedures. Per CEQ Guidance, while the Department of Homeland Security (DHS) revisions are ongoing, agencies should continue to follow their existing practices and procedures implementing NEPA. As such, this document has been prepared in accordance with DHS Directive 023-01 and Instruction 023-001-01, Rev 01, Implementation of the National Environmental Policy Act (2017).
The proposed recapitalization of moorings and facilities at Sector St. Petersburg is necessary to accommodate the berthing of existing and next-generation major cutters, including Fast Response Cutters and a Waterways Commerce Cutter. These improvements would modernize aging facilities, correct existing infrastructure deficiencies, and ensure the Sector can safely and efficiently support current and future USCG missions.
Consistent with EO 11988, USCG has determined that the Proposed Action is the only practicable alternative available; therefore, the Proposed Action must occur within the floodplain. The Proposed Action would not have a significant adverse impact on the floodplain.
The FEA presents the purpose and need for the action, the proposed action and alternatives, a description of the affected environment, and an analysis of environmental consequences associated with the proposed action and alternatives. Based on the findings of the FEA, the USCG concluded that the proposed action will have no significant impacts on the environment and issued the accompanying FONSI.
