INVITATION TO BID
Catholic Charities, Diocese of St. Petersburg, Inc., is soliciting sealed bids from licensed General Contractors to provide the materials and labor for the scope of work detailed below at 5726 126th Avenue North, Clearwater, FL 33760. Separate bids will be accepted for each component.

I. Scope of Work: Catholic Charities Pinellas Hope Rehabilitation Project
The scope of work for this project focuses on critical infrastructure rehabilitation and emergency preparedness enhancements for the facility. The capital improvements consist of the following components:
• Component 1: Residential Housing Preservation: Complete removal and replacement of the roofing systems on five (5) distinct residential apartment buildings totaling 35,442 square feet, to ensure structural integrity, weatherization, and long-term client safety. Work includes permitting, full tear-off, decking inspection, re-nailing of decking to meet current building codes, replacement of all rotted wood, and install self-adhering leak barrier over the entire roof deck, install dimensional shingles, install Cobra Ridge vent or equivalent product.
• Component 2: Emergency Power Resiliency: Purchase and installation of a 60kW commercial generator. This system will provide dedicated backup power to the main Community Center, administrative offices, and the central kitchen facility serving the entire shelter population, ensuring uninterrupted operations and food service. Work includes concrete pad pouring, electrical transfer switch installation, and final integration/permitting.

II. Pre-Bid Meeting & Bid Packets
A Pre-Bid Meeting will be held on August 17, 2026, at 10:00am, onsite at Pinellas Hope 5726 126th Avenue North, Clearwater, FL 33760. The purpose of this meeting is to allow contractors to walk the site, review project conditions, discuss specifications, and outline the project timeline.
• Mandatory Pre-Bid Site Inspection: All bidders are required to visit the site to conduct their own core samples, measurements, and structural assessments to verify existing conditions. Submitting a bid constitutes acceptance of all site conditions, and no future change orders will be approved for visible or readily discoverable structural elements. Bids received from vendors that did not attend the Mandatory Pre-Bid Site Inspection will be automatically disqualified.
• Federal Compliance: Representatives from Pinellas County will be invited to attend to review CDBG federal compliance requirements.
• Packet Distribution: The complete Invitation to Bid packet will be made available immediately following the conclusion of this meeting.

III. Submission Deadline & Award Process
• Bids must be physically sealed and are due no later than September 16, 2026 at 12:00pm at the main administrative offices of Catholic Charities located at 6247 Seminole Boulevard, Seminole, FL 33772. Bids received by the deadline will be publicly opened and tabulated at that time. Late submissions will not be considered under any circumstances.
• A firm fixed-price contract will be awarded to the responsive and responsible bidder whose proposal represents the best overall value to the organization. While price is a significant factor, the contract will not necessarily be awarded to the lowest bidder. Evaluation and selection will heavily consider the total value package, including company performance history and reviews, the scope of warranty provisions, and any lifetime support or additional services provided for the asset. The organization reserves the right to reject any and all bids received.

IV. Federal Funding & Compliance Regulations
This project is funded by a Community Development Block Grant (CDBG) via the U.S. Department of Housing and Urban Development (HUD), administered through Pinellas County. Accordingly, the selected contractor must comply with all applicable Federal Regulations, including but not limited to:

1. The Davis-Bacon Act: Requires the payment of prevailing federal wages to all laborers.
2. Federal Labor Standards: Per 29 CFR parts 3 & 5.
3. Procurement Procedures: Per part 85 Uniform Administrative Requirements.
4. Equal Employment Opportunity: Affirmative Action to achieve EEO per 41 CFR 60-4.
