REQUEST FOR QUALIFICATIONS TO BE PLACED ON THE APPROVED CONSULTANT SERVICE PROVIDER LIST
The Hillsborough County City-County Planning Commission is seeking applicants for placement on the agency’s Approved Consultant Service Provider List through 9/30/2028. The Planning Commission uses the list to select consultants for upcoming projects.

The Planning Commission is seeking qualified applicants to provide various consultant services, such as General Planning, Facilitation, Management Training, Graphic Design, Public Engagement, Government Liaison, and Computer Technical Support. Service providers who have experience working with governmental planning projects in the Tampa Bay area, as well as women and minority firms, are encouraged to respond. The Planning Commission is an equal-opportunity employer. Though applications are accepted at any time, we are updating our list of service providers that was approved through 9/30/2026. To be considered now, please submit no later than 10/1/2026.

To respond to this RFQ, submit the required items to: Melissa Zornitta, FAICP, Executive Director, Planning Commission, 601 E Kennedy Boulevard, 18th floor, Tampa, FL 33602. Requirements: a letter of interest, completed consultant service provider information form (download at PlanHillsborough.org/request-for-qualifications/), three client references, W-9 form, and no more than 4 typewritten pages addressing the following:

1) How the consultant is qualified and able to assist the Planning Commission in the respective consultation area (e.g., planning projects such as land use studies, community or neighborhood plans, training, graphic design, mediation and facilitation); 2) Performance on similar projects (e.g., on schedule, within cost limit, originality of approach, handling special circumstances, sensitivity to local issues); 3) Capacity to respond to requests for assistance in a timely fashion; 4) The qualifications of individuals who will be performing consulting services; 5) Potential conflicts of interest (e.g., other clients, investments, existing relationships with other local government boards, commissions, authorities, etc.); 6) Examples of past, products of portfolios of examples; 7) Hourly rates for consultant services.
