REQUEST FOR PROPOSALS (RFP)
GRANT WRITING AND FUNDING DEVELOPMENT SERVICES

NOTICE IS HEREBY GIVEN that Sealed proposals will be received at the City of Gulfport, 2401 53rd Street South, Gulfport, Florida, 33707, in Pinellas County, until 10:00 AM on Tuesday, October 27, 2026 at which time and place they will be publicly opened and read aloud in the City Council Chambers, for qualified vendors for Grant Writing and Funding Development Services.

The City seeks professional services from firms with demonstrated expertise in municipal grant research, grant writing, and grant administration. The Consultant shall provide the following services as requested by the City:
- Funding Priorities and Coordination
- Grant and Funding Research
- Funding Leverage and Stackable Funding
- Opportunity Review/Recommendation
- Grant Proposal Development
- Concurrent Applications and Capacity
- Post Submission Follow-up and Resubmission
- Grant Administration and Post-Award Support
- Appropriations and Direct Funding Requests

Each proposal shall consist of five (5) hard copies and one (1) digital copy on a USB drive and must be clearly marked: “GRANT WRITING AND FUNDING DEVELOPMENT SERVICES.”

All questions shall be directed to Theresa Carrico, City Clerk, at tcarrico@mygulfport.us or 727-893-1012, no later than 4:30PM on Monday, October 19, 2026. The City commits to having all questions answered, by an addendum issued if necessary, no later than 4:30PM on Wednesday, October 21, 2026

Bids may be withdrawn prior to the date of opening, but no bid may be withdrawn for a period of niney (90) days after the date of opening bids. Bids must conform to the specifications and instruction to the Bidders. Any deviation from the specifications must be shown.

The City reserves the right to reject any or all proposals, to waive any technical defects, and to accept any proposal which the bidding authority believes to be in the best interest of the City. This request for proposals and all proposals submitted are subject to the City ordinances. Any deviation from the specifications must be shown.
