NOTICE OF AVAILABILITY
DRAFT ENVIRONMENTAL ASSESSMENT FOR
RECAPITALIZATION OF MOORINGS AND FACILITIES AT
U.S. COAST GUARD SECTOR ST. PETERSBURG, FLORIDA
This notice announces the availability, and the opportunity for public review and comment of a Draft Environmental Assessment (EA) which examines the potential impacts for the proposed recapitalization of moorings and other facilities at Sector St. Petersburg in Pinellas County, Florida. The proposed recapitalization is necessary to accommodate existing U.S. Coast Guard (USCG) cutters including Fast Response Cutters and a Waterways Commerce Cutter. These improvements would modernize aging facilities, correct existing infrastructure deficiencies, and ensure the Sector can safely and efficiently support current and future USCG missions.
The Draft EA has been prepared pursuant to the requirements of the National Environmental Policy Act of 1969; (Title 42 of the U.S. Code § 4321 et seq.), Council of Environmental Quality (CEQ) guidance, Department of Homeland Security NEPA implementing policy (Directive 023-01, Rev 01, Implementation of the National Environmental Policy Act, together with Instruction 023-01-001-01, Rev 01, Instruction Manual on Implementation of the National Environmental Policy Act), USCG’s Environmental Planning Policy (Commandant Instruction 5090.1 [series]), and the U.S. Coast Guard Environmental Planning Implementing Procedures (USCG 2025).
The analysis in the Draft EA provides evidence for determining whether a Finding of No Significant Impact is appropriate or whether an Environmental Impact Statement is necessary. The Draft EA presents the purpose and need for the action, the proposed action and alternatives, a description of the affected environment, and an analysis of environmental consequences. The Draft EA is available for public review from May 1 to June 1, 2026 electronically at: https://www.dcms.uscg.mil/Our-Organization/Assistant-Commandant-for-Engineering-Logistics-CG-4-/Program-Offices/Environmental-Management/Environmental-Planning-and-Historic-Preservation/ or in hardcopy at the James Weldon Johnson Community Library (1059 18th Avenue S, St. Petersburg, FL 33705) and the Mirror Lake Community Library (280 5th Avenue N, St. Petersburg, FL 33701).
Please provide written comments related to the technical sufficiency and adequacy of the Draft EA to Mr. Rick Hylton at Rick.D.Hylton@uscg.mil by 5:00 pm EDT on June 1, 2026.
